How much manager time does this take?

After the first setup, close to none for a routine joiner. Enrolment happens on the start date, reminders are automatic, and the manager is told when it is finished rather than having to check.

Can each property run its own?

Yes. Each property can have its own workspace and administrator, with group level reporting across all of them.

Is there anything for service skills rather than policy?

Yes. Roleplay practice puts staff in the conversation and scores it against a rubric, which is closer to the job than a multiple choice question about the same situation.
