The record has to be producible
Not a screenshot of a dashboard. A training matrix and a per learner transcript that print as documents somebody else will accept.
Capability has to be shown, not assumed
A completion tick says a course was opened. Scored practice against a rubric says somebody could actually handle the conversation.
